On the 22 Dec. last Col. Malcolm, devisee of Sir A. Pottinger, brought under Lord Stanley's notice the question of the establishment of a police force at Hong Kong. The result of the communications with him was such that to send a police Force from England would be too expensive, and it was accordingly decided to send out a Superintendent and two Inspectors trusting to the possibility of

the services of Natives as Policemen engaging. The necessary sanction has been obtained to this arrangement, and the Superintendent and Inspectors have, within the last few days, been selected (by the Metropolitan Commissioners) and recommended for Lord Stanley's approval.

In the meantime a despatch was received
